FPS = Frame Rates per Second, its graphics related as to how many frames are being generated on your screen ever second, 2 fps would appear very blocky, having only 2 frames being made every second.
FPS doesn't effect 'game play', but it does effect how well you yourself play, if your playing an First Person shooter, a low frame rate will leave you at a disadvantage when playing with people with a higher FPS because of the time difference on things appearing on your screen compared to theres,
Random guy with 2 FPS
<1st frame, your holding down W to move, but not 'moving'>-------------------------<second frame, your in somespot futher forwards then you were before, someone has poped around the corner and shot you.>
Random guy with 30 FPS
<1st frame, then 2nd, then 4th, etc, of him moving forwards, then seeing someone walk around the corner>---<frame 30 person has finished poping around the corner, same frame displayed as the random guy with 2 fps, but being able to see the guy come around in the first place in stead of him suddenly 'appearing' gives you the edge in combat and you can fire sooner instead of to late.>

FPS is not as important in this game as in others, the game still keeps running and note that lag may allso lower your FPS.

What causes a lot of confusion with this issue is that there are 2 fps at work here, plus connection speed.
One is the 'frames per second' of your graphics card (and your system in general). This is basically how fast your graphics card can do the 3D calculations and display the 'frames'. The human eye can only distinguish so many changes in a image per second - this is how motion pictures, which actually consist of only 24 stationary pictures per second, can appear to move smoothly. As long as your video card is 'capable' of display at least 50/60 fps, your display will appear smooth.
The other fps is the fps (or cycle time) of the game server. The main aspect of this,that affects the player, is how often the game server updates the info to the client - info about player position, who hit who, etc. Your connection speed and reliability can greatly affect the fps you get from the server.
When it comes to CS (and most games), getting the max number of updates from the server is important for smooth game play. Many of the tweaks that CS players use are actually affecting the connection speed and timing - not the graphics FPS. However, the game server only generates so many.
I used to run a TFC server on occasion - TFC is a 'mod' of Half-Life as is CS. That server would run somewhere between 75-90 'fps' - which is really just 'server cycles per second' since there were no graphics involved. No matter what phantom 'fps' a player connected to that server had, their game was only updating 90 times a second, max. Of course, it's possible to have a game server generate more fps than that, but most servers, especially the commercial pay-by-the-month ones, don't - for obvious reasons to do with server load and connection bandwidth.
So, it comes down to this. Yes, 'fps' does affect game play. If your graphics 'fps' is too low to display smooth motion, it is very difficult to see what's going on. If your connection speed is too slow to update the game at it's full fps (cycles time), you may be at a disadvantage compared to others.
But - in GW (and most games), turning Vsync off does not actually improve gameplay because the speed at which the game engine updates is not connected to vsync - it's separate. The boost you get in fps when you turn vsync off is just an increase in the 'displayed' frames per second - not an increase in game speed.
